It seems plausible that they could measure how many pedestrians were actually hit by Lyft or Uber drivers. Even that data could be tainted by the fact that ride-sharing drivers loading or unloading cause of other drivers to swerve or prevent them from seeing pedestrians.
I spent last weekend in Washington DC and it strikes me as a miracle that 987 pedestrians don’t get hit every weekend.
